That is the buildings you put up here and the wood it takes to send out a colony from this city.
It counts for this city and no other. A Carpenter in your capital does nothing for a colony.
Build it early. It only pays off on what you have not bought yet, and it never makes anything faster.

You need a Town Hall at level 2.
Every level after that costs about 35% more and takes about 40% longer than the one before, and stone is part of the price from level 5.
