What it is
Appraisers go and look at another player's city and report back on what they have stored and what is in their decks. Use it to decide whether an attack is worth it.
It does not defend you. Keeping other people's Appraisers out is the Art Gallery's job.
What it costs
Appraiser's Office costs 600 wood and takes 20 minutes to build.
You need a Curator's Office at level 1, and a Town Hall at level 6.
Every level after that costs about 35% more and takes about 40% longer than the one before, and stone is part of the price from level 5.
