Restore worn copies at the Curator's Office

Restore eligible worn cards gradually at the Curator's Office, with faster restoration available for mana. Show progress and the office's restoration capacity, while keeping Ruined copies ineligible for repair.

Part of this is in 0.16.0: you can repair worn cards for mana in the Curator's Office, and Ruined cards cannot be repaired. Free restoration over time, with progress and an office capacity, is not built yet, so this stays planned.
