Island Mural contributions and shared worker capacity

CathryneDelamort ·

Let neighbours contribute cards to increase their island's shared worker capacity, with limited withdrawals and notifications when capacity changes. A falling limit should restrict new assignments without forcibly removing workers already assigned.

The island Mural arrived in 0.43.0 in a different form: each city hangs a card on its island's Mural, and every card raises production for every city on the island. It doesn't add to shared worker capacity, and we aren't planning a version that does, so I'm closing this one.
